The “Paid Sick Days” Bill

Brewing in City Hall, Bill No. 080474 aims to affect each business in Philadelphia, guaranteeing paid “sick time.” If passed, the paid days off would be entitled all employees working in the city for more than 56 hours per year. Days would be accrued by hours worked, and can total up to 72 hours of paid sick time in each calendar year (unless the employer selects a higher limit).

The bill was proposed by Council members Clarke and Greenlee, and responses to the bill should be sent to both their and the Urban Industry Initiative’s offices. For additional information on Bill No. 080474, please contact Ned Rauch-Mannino at (215) 683-2140, or at ned.rauch-mannino@phila.gov.

The Mayor’s Budget’s Tax Cuts

With Mayor Nutter’s budget complete and passed, keep in mind new tax cuts, which will be taking effect within the year. The wage Tax, currently at 4.2% for residents and 3.7% for non-residents, the tax will be periodically reduced to 3.8% and 3.4%, respectively, by 2013.

The Business Privilege Tax will also see cuts, with a plan now guaranteed to eliminate the Gross Receipts portion of the tax by 2013, through scheduled decreases over the next five years. The Net Income portion of the Business Privilege Tax will also be cut by 2013, the first cut since its creation.
